Alicia Ashcraft is co-founder and the managing partner at Ashcraft & Barr, LLP. She is an experienced transactional, corporate and administrative law attorney whose practice encompasses complex commercial transactions, including mergers and acquisitions, corporate governance, administrative law and regulatory compliance.
In her practice, Alicia represents privately owned businesses, publicly traded companies, and nonprofit corporations, focused on highly regulated industries such as gaming, liquor, transportation services, and cannabis businesses. Since 2013, Alicia has almost exclusively focused her practice on representing marijuana businesses through all phases of operation – licensing, land use, regulatory compliance, corporate governance, finance, and mergers & acquisitions.
Alicia has represented corporate and business clients in Nevada for the past 20 years before a multitude of agencies and municipalities. Her experience includes assisting clients with navigating regulatory and governmental processes to actualize their entrepreneurial vision. She previously served as the Chair of the State Bar of Nevada, Administrative Law Section for 5 years.
In addition, Alicia has significant experience in a variety of commercial transactions, from start-ups, through initial financing, mergers & acquisitions, corporate governance, land use and licensing.
Alicia speaks and lectures frequently on issues affecting businesses in the cannabis industry and for other professionals representing such businesses. These topics include fundamentals of regulatory compliance in Nevada, required training for establishment agents working in such businesses, and ethical rules and considerations for professionals working with industry operators.

Jeffrey Barr is a co-founder and partner at Ashcraft & Barr, LLP,</span> and heads the commercial litigation, government relations and civil rights practices of our firm. Jeff has over 20 years’ experience in commercial transactions and litigation. Prior to forming Ashcraft & Barr LLP, Jeff was the City Attorney for the City of North Las Vegas.
Before law school, Jeff was a registered emergency medical technician (EMT). He recently authored a Nevada CLE on Taxation of Medical Marijuana Businesses. He earned a BA and MBA from the University of Nevada, Las Vegas, and graduated magna cum laude from the Seattle University School of Law.
In 2015, the Nevada Attorney General selected Jeff as co-facilitator of his office transition.

Patricia Warnock, is of counsel at Ashcraft & Barr LLP, serving the firm’s clients in the licensing and regulatory compliance practice groups. Patty focuses her practice on municipal licensing and compliance training in both the Nevada cannabis and hemp industries.
Patty has served the legal community since 1988, having attained degrees in paralegal studies (AA), business management (BS), and law (JD). Her experience has spanned a variety of civil, criminal and regulatory matters. Patty’s practice at Ashcraft & Barr LLP is focused on licensing, business law and regulatory compliance, serving the Nevada cannabis and hemp industries. She also practices traffic law, including warrants and minor criminal matters.
Michael Quebbemann is an associate attorney at Ashcraft & Barr LLP, focusing his practice in the firm’s commercial transactions and corporate governance practice areas. Michael works primarily with the firm’s clients in highly regulated industries, and specifically in the cannabis industry.
Michael has a significant transactional experience and works primarily with the firm’s clients in the Nevada cannabis industry to help potential and current license-holders navigate the State’s complicated regulatory framework. His practice includes mergers, acquisitions, and other commercial transactions, including corporate guidance for Nevada and national businesses, contract drafting and review, and real estate matters.
Prior to joining Ashcraft & Barr LLP, Michael worked for U.S. Bank Global Fund Services, assisting clients of the bank in the formation, operation, and occasional liquidation of mutual funds and other exchange-traded products. His background in the finance industry, as well as experience working with regulatory agencies, such as the U.S. Securities and Exchange Commission, provide Michael with a unique perspective in working with clients.
Michelle Harrell is a paralegal in Ashcraft & Barr LLP’s corporate governance and commercial litigation practice groups. Michelle’s 23 year history of experience in the law is a tremendous asset to our firm’s client services. She is knowledgeable about many aspects of corporate and business formation and licensing, as well as supporting the firm’s litigation practice.
Prior to joining Ashcraft & Barr LLP, Michelle was a paralegal in the city attorney’s office for the City of North Las Vegas, where she specialized in employment law & litigation, civil forfeitures, and civil defense litigation

Janelle Jenkins is a paralegal in Ashcraft & Barr LLP’s commercial transactions and regulatory compliance practice groups. Focusing on marijuana establishments, Janelle brings over 5 years of legal industry experience to her role in supporting firm lawyers. She is well-versed in many aspects of the marijuana industry’s requirements for regulatory compliance and works hand-in-hand with local and state regulatory officials, addressing the needs of the firm’s clients.
Prior to joining Ashcraft & Barr LLP, Janelle performed audits for the world’s largest provider of flexible workspace solutions, making her an asset to the transactional and regulatory compliance teams.
Janelle is also proficient in Microsoft applications, Adobe DC, and QuickBooks.
